To figure out the mean you add all the values and divide by the number of values.  When you add all those values together you get 118.  There are 16 values.  118 divided by 16 is 7.375.

The outlying values would be 26 and 37.  They are so far outside the range of the rest of the values that these would sometimes be thrown out.
